registrant at least thirty (30) days before the date fixed
for the hearing. At any hearing, the accused registrant may
appear in person or be represented by counsel, or both, to
cross-examine witnesses appearing against him, and to
produce evidence and witnesses in his own defense. If the
accused person fails or refuses to appear the Board may
proceed to hear and determine the validity of the charges.
(e) If, after the hearing, four members of the entire
Board vote in favor of sustaining the charges, the Board may
issue a reprimand to or may suspend, refuse to renew or
revoke the license of any person.

Before any person may practice or teach beauty culture
or act as a demonstrator or manage a beauty shop or enroll
as a student in any school of beauty culture or serve as an
apprentice in a beauty shop, such person shall file with the
Board a written application for registration, accompanied by
a health certificate issued by a registered licensed
physician of Maryland, under oath, on a form which shall be
prescribed and supplied by such Board and shall deposit with
the Board the registration fee, and, except as provided in
[§ 535] § 484 OF THIS SUBTITLE, an examination fee, and pass
an examination as to fitness to practice or teach beauty
culture or to be a demonstrator or manage a beauty shop, as
hereinafter provided in this subtitle.
[532.] 482.
(a) (1) The Board may not permit a person to take an
examination to receive a certificate as an operator unless
the person:
(i) Is at least 17 years of age;
(ii) Has an eighth grade education or its
equivalent; and
(iii) Has been registered as a student and
has had training, as hereinafter provided in this subtitle,
in a beauty school duly registered by the Board, or by
another state having substantially equivalent or more
stringent standards for registration than those imposed by
[§ 536 of this article] § 485 OF THIS SUBTITLE, and allowing
persons trained in Maryland beauty schools to take their
State examination after 1,500 hours training, or has served
as an apprentice in an approved beauty shop for a period of
not less than two years.
(2) However, any person who has previously
completed training in and is licensed in this State as a
journeyman barber shall be given 50 percent credit towards
meeting the requirements of paragraph (1). Subject to [§
