[9-1.] 9-101. Generally; power to make and enforce; notice;
violations.

(a)  (1) Except as otherwise provided by this article,
the [commission is hereby authorized to] WSSC MAY adopt[,
formulate and revise from time to time, and enforce such]
rules and regulations [as may be necessary] to carry out the
provisions of this article and any other laws the
enforcement and administration of which is vested in the
[commission] WSSC.

(2) The [commission] WSSC may:

(I)   [limit] LIMIT or regulate the use and
supply of water service, sanitary sewer service, [refuse
collection and disposal service,] and storm and surface
water drainage service[,] on a temporary basis in any area
or to any [premise] PREMISES served by [its] THE WSSC'S
facilities, as the [exigencies] NEEDS of the occasion and
the protection of [its] THE WSSC'S systems [may] require[.];

(II)   [The commission shall make such]
ADOPT RULES AND regulations not inconsistent with law [as it
may deem] THAT THE WSSC CONSIDERS necessary for the public
safety, health, comfort, or convenience[,] in the
construction, operation, maintenance, expansion, relocation,
replacement, renovation, and repair of [its] THE WSSC'S
water system, sanitary sewer system, [refuse collection and
disposal system,] and storm and surface water drainage
system[.]; AND

(III)   [The commission may fix] FIX the
forms of permits and specify the nature, type, and amount of
information, detail, and engineering data [required to be
submitted] THAT A PERSON MUST SUBMIT TO THE WSSC for any
permit authorized or required by this article.

(b)  Except for the immediate preservation of the
public health and safety or for emergency provisions
required to protect the [commission's] WSSC'S systems,
[such] THE WSSC SHALL PUBLISH SEPARATE NOTICES OF ANY NEW
rules and regulations WHICH ARE AUTHORIZED BY THIS SECTION[,
and any revisions thereof, shall be promulgated not less
than] AT LEAST 30 days [prior to] BEFORE their effective
date[, with notice being given by publication] in at least
[one] 1 newspaper [printed and] published in [Montgomery
County and one newspaper printed and published in Prince
George's County] EACH COUNTY.

(c)  Any RULE OR regulation adopted by the [commission
pursuant to] WSSC UNDER this section [shall have] HAS the
force and authority of law[, and a violation of the same
shall be a misdemeanor, punishable as are other misdemeanors
under this article, as specified in section 18-7].
