(4) [Any] AN amendment[, revision] or
modification [shall] IS not [become] final until [after it]
THE AMENDMENT OR MODIFICATION is submitted to the
[commission] WSSC for written comment[, with]. THE WSSC
SHALL HAVE at least [thirty] 30 days [provided for] TO
comment ON THE AMENDMENT OR MODIFICATION.

[In their review for approval or amendments to the
six-year capital improvements program, the respective county
governing bodies shall seek the advice and recommendation of
the Maryland-National Capital Park and Planning Commission.]

[(2)] (E) (1) [When] IF the [commission's]
WSSC'S submitted statement of objectives with respect to a
MAJOR project to be constructed in whole or in part in one
county declares that the project is designed to provide
services in whole or in substantial part to the other [of
the two respective counties] COUNTY, the MAJOR project may
be disapproved with the concurrence of the [governing body
of the county which] MONTGOMERY COUNTY COUNCIL OF OR THE
PRINCE GEORGE'S COUNTY GOVERNING BODY, DEPENDING ON THE
COUNTY THAT is to receive the designed services.

(2)  (I) Notwithstanding [the foregoing
provision] PARAGRAPH (1) OF THIS SUBSECTION, the [governing
body wherein] MONTGOMERY COUNTY COUNCIL OF OR THE PRINCE

GEORGE'S COUNTY GOVERNING BODY, DEPENDING__ON THE COUNTY

WHERE the project is located , [shall have the authority
to] MAY direct modifications in location[,] or change the
proposed year of construction if [such] THE modification or
change will not prevent the services being available when
needed.

(II) [The] THIS authority to direct
modifications in location may be exercised to effect
reasonable changes in THE location [on the occasion of the
action of] OF THE MAJOR PROJECT BY the MONTGOMERY county
[governing body when the] COUNCIL OF OR THE PRINCE GEORGE'S
COUNTY GOVERNING BODY, DEPENDING ON THE COUNTY IN WHICH THE
MAJOR PROJECT IS LOCATED, WHEN THE MAJOR project is first
[submitted] APPROVED as a part of the [six-year] WSSC
capital improvements program.

(3)   [Thereafter] AFTER APPROVAL OF THE MAJOR
PROJECT IN THE WSSC CAPITAL IMPROVEMENTS PROGRAM, the
MONTGOMERY COUNTY COUNCIL OF OR THE PRINCE GEORGE'S COUNTY
GOVERNING BODY, DEPENDING ON THE COUNTY IN WHICH THE MAJOR
PROJECT IS LOCATED, [authority to] MAY make further
modifications [shall be limited to] ONLY:

(I) [only ones which] IF THE MODIFICATIONS
do not result in substantial net additional costs or
expenses to the [commission] WSSC; OR
