TITLE 6. RATES AND CHARGES GENERALLY.
[6-1.] 6-301. Determination, uniformity, payment and
disposition of connection charges generally.
(A) (1) For every [water and sewer] SERVICE
connection[, as provided] under [section 3-4,] § 3-104 OF
THIS ARTICLE, the [commission] WSSC shall [make such] SET A
charge [as it shall determine] THAT THE WSSC DETERMINES to
be reasonable[, which].
(2) THE charge shall be uniform throughout the
sanitary, district for connections of those sizes and classes
for which THE average cost reasonably may be
ascertainable[,] and FOR the actual cost for all other
connections, subject], however,] to a revision OF THE
CHARGES annually by the [commission] WSSC.
(3) [The charge shall be paid by all] ALL
property owners SHALL PAY THE CHARGE at the office of the
[commission] WSSC before the actual connection with any pipe
or private property is made.
[One-half of the revenue, above actual cost, derived
from such charges shall be retained by the commission on a
contingent fund for repairs, replacements, or any
extraordinary expense in the maintenance and operation of
the water supply, sewerage and drainage systems under its
control. The remaining half shall be applied by the
commission to the payment of the bonded debt as hereinafter
provided.]
(B) OF ALL OF THE REVENUE OVER ACTUAL COST THAT IS
DERIVED FROM THE CHARGES, THE WSSC SHALL:
(1) RETAIN ONE-HALF OF THE REVENUE IN A
CONTINGENCY FUND FOR REPAIR, REPLACEMENT, OR ANY
EXTRAORDINARY EXPENSE IN THE MAINTENANCE AND OPERATION OF
THE WATER SUPPLY, SEWERAGE, AND DRAINAGE SYSTEMS UNDER THE
CONTROL OF THE WSSC; AND
(2) APPLY ONE-HALF OF THE REVENUE TO PAY THE
BONDED DEBT OF THE WSSC.
[6-2.] 6-102. Special provisions applicable to unimproved
areas, etc.
(A) (1) If [and when] the [commission ascertains] WSSC
DETERMINES that it is feasible, reasonable, and economical
[to do so], [it] THE WSSC may provide that a water or
sanitary sewer connection made to a water or sewer line
installed in a street, road, alley, or right of way which
has not been paved or otherwise improved, so as not to
require the replacing of pavement or street improvement
