(3) THE treasurer withholding the [same] PAYMENT
[shall be] IS personally liable FOR THE FAILURE TO PAY IT TO
THE WSSC.

(e)  [Upon the expiration of the terms of the present
treasurers of the respective counties, the county
commissioners of the counties are hereby directed to] THE
COUNTY COUNCILS OF MONTGOMERY COUNTY AND PRINCE GEORGE'S
COUNTY SHALL require the bonds of [the] THEIR treasurers to
be conditioned [upon] ON the payment to the [commission]
WSSC of the amount collected for [it,] THE WSSC [in addition
to the present requirements of the bonds].

(f) (1) The [commission] WSSC shall pay to the
treasurers of the [respective] counties [such] an amount
[as] THAT the [treasurers] TREASURER and the [commission]
WSSC [may] agree [upon] ON as a reasonable charge for the
services [of the treasurers, and for clerk hire for the
added burdens put upon their offices by the duties herein]
prescribed IN THIS SECTION. [, and in the event of a
failure]

(2)  IF A TREASURER AND THE WSSC FAIL to agree TO
A CHARGE the treasurer [or treasurers] and the [commission]
WSSC shall refer the matter to the county [commissioners]
EXECUTIVE of the county where the disagreement arises.

(3)  [and the] THE county [commissioners]
EXECUTIVE shall determine [what in their judgment is] a
reasonable [compensation] AMOUNT [annually] for the SERVICES
OF THE treasurer.

(4)  The amount [agreed upon or] determined shall
be paid to the [respective treasurers] TREASURER [monthly]
by the [commission] WSSC EACH MONTH.

[5-3.] 5-109. Payment when acquired by public body.

(A) (1) EXCEPT FOR THE HOUSING OPPORTUNITIES
COMMISSION OF MONTGOMERY COUNTY, [Whenever] WHEN the [state]
STATE, A county, [or any] A municipal corporation, OR A
commission, board, or agency of the [state] STATE or A
county [except the Housing Opportunities Commission of
Montgomery County] acquires for public use property [which]
THAT is subject to a [front foot] benefit charge levied by
the [Washington Suburban Sanitary Commission] WSSC, the
benefit charge shall be paid and extinguished by the payment
to the [commission] WSSC of a sum necessary to pay off the
benefit charge, computed in accordance with requirements of
[section 5-1] § 5-101 OF THIS TITLE[, and the].

(2) THE [sum shall become] BENEFIT CHARGE IS a
lien against the property.
