owner, turn off the water from the property in question and
it shall not be turned on again until the bill shall have
been paid. If any bills shall remain unpaid for 60 days
after being sent out by the [commission] WSSC it shall be
collectible against the owner of the property served, in the
same manner as other debts are collectible in the respective
counties. The provisions of this section shall not be
construed as authority to repudiate any existing contracts
between the [Washington Suburban Sanitary Commission] WSSC
and any municipality located within the [Washington Suburban
Sanitary District] SANITARY DISTRICT without the consent of
the municipality.

[4-11] 4-111. Surface water drainage bonds.

For the purpose of carrying out the provisions of §§
[3-7 to 3-12 and section 7-1] 3-107 THROUGH 3-112,
INCLUSIVE, AND 7-101 OF THIS ARTICLE and constructing a
storm water or surface drainage system, the [commission]
WSSC is empowered, from time to time, to issue bonds in
denominations and for terms not exceeding 25 years and at
rates as provided in § [4-4] 4-104 of this [article] TITLE,
the bonds to be the general obligations of the [Washington
Suburban Sanitary District] SANITARY DISTRICT guaranteed by
both Prince George's and Montgomery counties, as the
construction bonds of the [commission] WSSC are now
guaranteed under the provisions of chapter 122 of the Acts
of 1918 and amendments to the chapter. The total amount of
bonds for the construction of storm water or surface
drainage systems outstanding shall at no time exceed the sum
of $1,000,000. No bond or part of any bond issued pursuant
to this section in and for Prince George's County may be
paid, appropriated, spent or in any manner applied to the
construction of a storm drainage facility or system which is
not included or in conformance with the current approved
capital improvements program of the [commission] WSSC.

COMMITTEE NOTE: Notwithstanding the mandate of the WSSC
Statutory Review Committee, this Title 4 is not
updated as the other titles of this article are
updated due to objections from the bond counsel
of the WSSC. However, as agreed on, this Title 4
is partially revised in limited ways to use
references to the WSSC, the sanitary district,
section numbers, amounts of money, arabic
numerals, and the appropriate governing bodies of
Prince George's and Montgomery counties.

TITLE 5. FRONT FOOT BENEFIT CHARGES.

[5-1.] 5-101. Front Foot Benefit Charges -- Generally.

(a) The construction or acquisition of water mains or
sewers is [hereby declared to be] a benefit to all property
