decide] DECIDES that it is inexpedient or impracticable at
the time TO BUILD THE SYSTEM, owing to remoteness from [its]
THE WSSC'S general system or FOR other [cause] REASONS, [to
build such system, such] THE municipality, [or persons]
PROPERTY OWNERS, OR RESIDENTS may build and operate the
system at [its or] their own expense[, but it].

(2)  HOWEVER, THE SYSTEM shall be constructed
under plans and specifications submitted to and approved by
the [commission] WSSC, and its construction, maintenance,
and operation shall be under the supervision and general
control of the [commission] WSSC. [; and no such]

(3)  A system or part [thereof] OF A SYSTEM, [or
no] A water main, sewer, storm-water drain, water
purification or sewage disposal plant, or [no] A connection
with [the above] THESE FACILITIES[, shall] MAY NOT be
constructed, or installed, except [as above provided,] AS
PROVIDED IN THIS SECTION land any violation of this
provision shall be a misdemeanor punishable under section
18-7 of this article].

(B)  All construction and operating records, including
cost records, shall be filed with the [commission] WSSC,
which [shall be empowered at any time to] MAY take over the
system or A part [thereof] OF THE SYSTEM, [or] the water
main, sewer, storm-water drain, water purification or
sewerage disposal plant, or connection with [the above]
THESE FACILITIES, in the same manner as provided in [section
3-6] § 3-106 OF THIS SUBTITLE [for systems existing at the
time of the passage of this article].

(C)  SUBJECT TO THE PROVISIONS OF § 3-101 OF THIS
SUBTITLE, THE [The commission shall be empowered to] WSSC
MAY extend its water supply, sewerage, OR drainage[, and
refuse disposal] systems into any area outside of the
sanitary district THAT IS contiguous TO [thereto] or in the
vicinity [thereof] OF THE SANITARY DISTRICT, whenever the
property owners of the area [shall] agree to the conditions
[that may be] imposed by the [commission;] WSSC.

(D)   [provided that on and after June 30, 1968, except]
EXCEPT as otherwise provided [herein], [the above] THIS
section [insofar] as it applies to the power and authority
granted to the [Washington Suburban Sanitary Commission]
WSSC over drainage systems is not applicable in Montgomery
County, except for that portion of the City of Takoma Park
[now situated] in Montgomery County ON JUNE 30, 1968.

(E)  The powers and authority [set forth] in this
section [shall in no manner] MAY NOT be restricted by any
other general, special, or local law, except as specifically
provided [within] IN this article.
