Ch. 767

(B) (1) THE WSSC shall divide [such territory] THE
SANITARY DISTRICT into water, SANITARY sewerage, or drainage
districts [in such a way as shall], in [its] THE WSSC'S
judgment, TO best serve the needs of the various communities
and [shall] TO promote convenience and economy of
installation and operation[; provided however, that on and
after June 30, 1968 except as otherwise provided herein the
commission shall restrict such drainage system activities
relating to drainage systems and districts to Prince
George's County and the City of Takoma Park].

(2) [That the commission] THE WSSC may
[thereafter] proceed with [such] construction in any of the
districts [as in its judgment it deems] THAT THE WSSC
CONSIDERS advisable[, but that wherever such]. HOWEVER, IF
THE construction is [upon] ON the motion of the [commission]
WSSC without petition or request from [any party] AN
interested PARTY, the [commission] WSSC may give [such]
reasonable notice [as it deems] AS THE WSSC CONSIDERS
advisable[; provided that on and after June 30, 1968 except
as otherwise provided herein, the above section insofar as
it applies to the power and authority granted to the
Washington Suburban Sanitary Commission over drainage
systems is not applicable in Montgomery County, with the
exception of that portion of the City of Takoma Park now
situated in Montgomery County].

(C)  ON AND AFTER JUNE 30, 1968, THE WSSC MAY NOT
INSTALL, OPERATE, OR EXERCISE ANY AUTHORITY OVER DRAINAGE
SYSTEMS IN MONTGOMERY COUNTY, EXCEPT FOR THAT PORTION OF THE
CITY OF TAKOMA PARK IN MONTGOMERY COUNTY.

[3-2.] 3-102. Competitive bidding and construction.

(a) [Whenever] WHEN the plans and specifications for
water supply, SANITARY sewerage, or drainage systems for any
district have been completed and the [commission] WSSC has
decided, after AN opportunity for a hearing has been given,
to proceed with the construction, the [commission] WSSC
shall advertise, by notice in newspapers and technical press
as [it] THE WSSC considers proper, for bids for the
construction of the system [or systems], in parts or as a
whole, as [in its judgment appear] THE WSSC CONSIDERS
advisable.

[The contract shall be let to the lowest responsible
bidder, or the commission may reject any or all bids. If in
its discretion the prices quoted are unreasonable, the
commission may readvertise the work or any part of it, or
may do any part or all of the work by day labor.]

(B) (1) THE WSSC:

(I) SHALL LET THE BID TO THE LOWEST
RESPONSIBLE BIDDER; OR
