Suburban Sanitary District cannot be classified in any group
of municipal corporations as required by Article HE, and
Article HE therefore has no application to the Washington
Suburban Sanitary District.]

[1-2. Staff organization and workings generally.

Notwithstanding anything contained in section 1-1 to
the contrary, the commission shall organize its staff in
such manner as to promote the efficient disposition of all
matters within its jurisdiction. It may organize its staff
into departments or other divisional organizations, and it
may establish the office of and utilize a general manager,
all as the commission may deem necessary for carrying out
the provisions of this article. It shall have authority to
appoint and prescribe the functions, duties and
responsibilities of such officers as a secretary, a
treasurer, a chief engineer, and a general counsel, and
engineers, accountants, attorneys, inspectors and such
engineering, legal, clerical and other force and help as,
from time to time, in its judgment may be deemed necessary
to carry out the provisions of this article. The commission
may appoint, discharge and fix the compensation of all its
employees, and in so doing shall observe the requirements of
the provisions of this article concerning the merit system
or classified service.]

SUBTITLE 2. LEGAL AND FINANCIAL AFFAIRS.

[1-3.] 1-201. Incorporation; Judgments.

(A)  The members of the [commission] WSSC [shall be]
ARE a body corporate by the name of the "Washington Suburban
Sanitary Commission," with the right to use a common seal,
to sue and be sued, and to do any and all other corporate
acts for the purpose of carrying out the provisions of this
article.

(B)   [In the event of] IF a judgment at law or in
equity [being] IS recovered against the [commission] WSSC,
or [for the purpose of] TO amicably [adjusting] ADJUST
threatened or pending litigation, the [commission] WSSC,
[shall] at the annual tax levying period of the county
[council] COUNCILS of Montgomery County and [the county
commissioners of] Prince George's County next succeeding the
rendition of the judgment or compromise, SHALL certify to
the county [council] COUNCILS of Montgomery County and
[county commissioners of] Prince George's County, a tax
