[After June 1, 1968, all appointments, reappointments,
or the filling of any vacancy for the remaining portion of a
term of a commissioner shall be made only in accordance with
the provisions of this section. Any person chosen to fill a
vacancy shall be appointed only for the unexpired portion of
the term of the commissioner whom he succeeds. No vacancy
in the; commission shall impair the right of the remaining
commissioners to exercise all the powers of the commission.]

(E) (1) [All appointees] EACH APPOINTEE shall be A
[residents] RESIDENT and [taxpayers] TAXPAYER of the
sanitary district.

(2)   [No person shall] AN INDIVIDUAL MAY NOT be
appointed or continue in office as a member of the
[commission] WSSC [who] IF THE INDIVIDUAL holds any OTHER
position of profit or trust under the Constitution or laws
of this [state] STATE or any political subdivision [thereof]
OF THIS STATE.

[Appointments, reappointments and the filling of any
vacancy shall be made so that upon the appointee taking
office not more than two members from Montgomery County are
of the same political party.]

(3)  NO MORE THAN 2 COMMISSIONERS FROM MONTGOMERY
COUNTY MAY BE OF THE SAME POLITICAL PARTY.

1-103. Appointment Procedure.

[(b) (1) As used herein, the term "county governing
body" means the county executive with respect to Montgomery
County and the board of county commissioners with respect to
Prince George's County. The provisions for nominations,
appointments, removal and hearing by the county governing
body shall apply to, and be exercised by, the county
executive for Montgomery County with respect to the members
from that county except as otherwise provided, and shall
apply to, and be exercised by, the county commissioners for
Prince George's County with respect to the members of the
commission from Prince George's County.]

(A) (1) The county [governing body] EXECUTIVE shall
make [any appointment, whether by initial appointment,
reappointment, or to fill a vacancy,] ANY APPOINTMENT from a
list of applicants. The list OF APPLICANTS [for any such
appointment] shall:

(I) [be] BE completed [not   less than] AT

LEAST [three] 3 weeks [prior to] BEFORE the  date the county

[governing body] EXECUTIVE makes the actual     appointment[.];
