TITLE 1. DEFINITIONS; GENERAL PROVISIONS.
SUBTITLE 1. IN GENERAL.
1-101. Definitions.

(A)  IN THIS ARTICLE THE FOLLOWING WORDS HAVE THE
MEANINGS INDICATED.

(B)  "COMMISSIONER" MEANS A MEMBER OF THE WASHINGTON
SUBURBAN SANITARY COMMISSION.

(C)  "HOOKUP" MEANS ALL CONNECTIONS BETWEEN THE
PLUMBING ON THE OWNER'S PROPERTY AND THE WSSC SERVICE
CONNECTION.

(D)  "INCLUDES" OR "INCLUDING" MEANS INCLUDES OR
INCLUDING BY WAY OF ILLUSTRATION AND NOT BY WAY OF
LIMITATION.

(E)  "MUNICIPAL CORPORATION" DOES NOT INCLUDE THE
SANITARY DISTRICT FOR ANY PURPOSE UNDER ARTICLE XI-E OF THE
CONSTITUTION.

(F)  "PERSON" MEANS AN INDIVIDUAL, RECEIVER, TRUSTEE,
GUARDIAN, PERSONAL REPRESENTATIVE, FIDUCIARY, OR
REPRESENTATIVE OF ANY KIND AND ANY PARTNERSHIP, FIRM,
ASSOCIATION, CORPORATION, OR OTHER ENTITY.

(G)  "PUBLIC ROADWAY" MEANS ANY STATE, COUNTY, OR
MUNICIPAL STREET, ROAD, ALLEY, OR HIGHWAY.

(H) "SERVICE CONNECTION" MEANS A LATERAL SERVICE LINE
THAT IS CONSTRUCTED BY THE WSSC FROM A WSSC WATER OR SEWER
MAIN TO A PROPERTY LINE.

(I) (1) "SANITARY DISTRICT" MEANS THE WASHINGTON
SUBURBAN SANITARY DISTRICT, AS DESCRIBED IN CHAPTER 805,
ACTS OF THE GENERAL ASSEMBLY OF 1982.

(2) "SANITARY DISTRICT" DOES NOT INCLUDE ANY OF
THE SPECIAL EXEMPTIONS OF TITLE 19 OF THIS ARTICLE.

(J) "WSSC" MEANS THE WASHINGTON SUBURBAN SANITARY
COMMISSION.

[1-1.] 1-102. Organization generally; appointment,
qualifications, terms.

[(a) For the purpose of carrying out the provisions of
this article, the Sanitary District shall be under the
jurisdiction of a commission of six members known as the
Washington Suburban Sanitary Commission, which in this
article may be referred to as "the commission" or
"commission". Three of the members of the commission shall
