Nothing herein shall be construed to exclude from the
Washington Suburban Sanitary District any property within
the maximum expansion area of the City of Rockville, or any
other area, which is specifically included in the Washington
Suburban Sanitary District by chapters 820 and 834 of the
Acts of the General Assembly of 1963 or any other Act of the
General Assembly, including these subsections which add to
the sanitary district the hereinafter described area.
(a-1) The Montgomery County Council may, and it is
hereby authorized to, extend the boundaries of the
Washington Suburban Sanitary District, within Montgomery
County, from time to time, by ordinance, following a
referral of its proposed ordinance to the Washington
Suburban Sanitary Commission and the Maryland-National
Capital Park and Planning Commission for the review and
recommendations of the commissions. The commissions shall,
within thirty days of such referral, respectively transmit
to the county council their recommendations on the proposed
ordinance. In the event that either of the commissions
shall recommend against the enactment of such ordinance, a
two-thirds vote of the county council shall be necessary for
the enactment of the proposed ordinance extending the
boundaries of the Washington Suburban Sanitary District to
the area set forth in the proposed ordinance or any part
thereof.
(b) The area within the following described boundaries
is within the Rockville maximum expansion area but is
nevertheless added to and made a part of the Washington
Suburban Sanitary District. The area hereby added to the
