AN ACT concerning
Baltimore City - Pension and Retirement Benefits
FOR the purpose of authorizing Baltimore City to establish
and maintain a separate system of pension and
retirement benefits for certain elected officials;
providing for terms and conditions applicable to the
system.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Charter of Baltimore City
read(s) as follows:
The Charter of Baltimore City
Article - II General Powers
The Mayor and City Council of Baltimore shall have full
power and authority to exercise all of the powers heretofore
or hereafter granted to it by the Constitution of Maryland
or by any Public General or Public Local Laws of the State
of Maryland; and in particular, without limitation upon the
foregoing, shall have power by ordinance, or such other
method as may be provided for in its Charter, subject to the
provisions of said Constitution and Public General Laws:
(24) (A-l) TO ESTABLISH AND MAINTAIN A SEPARATE SYSTEM
OF PENSION AND RETIREMENT BENEFITS FOR ELECTED OFFICIALS OF
BALTIMORE CITY; TO FIX THE TERMS OF AND RESTRICTIONS ON
ADMISSION TO THAT SYSTEM AND THE CLASSIFICATIONS THEREIN; TO
PROVIDE THAT PERSONS ELIGIBLE FOR ADMISSION IN THAT PENSION
SYSTEM SHALL NOT BE ELIGIBLE TO RECEIVE CREDIT FOR THE SAME
YEARS OF SERVICE FOR WHICH THEY RECEIVED CREDIT IN ANY OTHER
PENSION SYSTEM SUPPORTED WHOLLY OR IN PART BY THE CITY OF
BALTIMORE OR STATE OF MARYLAND; TO PROVIDE FOR THE OPTIONAL
TRANSFER TO THAT PENSION SYSTEM OF ANY ELECTED OFFICIAL WHO
