(C)  AS AN ALTERNATIVE TO A CRIMINAL ACTION AS PROVIDED
FOR UNDER THIS SECTION, THE DEPARTMENT OR THE DEPARTMENT OF
HEALTH AND MENTAL HYGIENE, AS APPROPRIATE, OR A POLITICAL
SUBDIVISION MAY BRING A CIVIL ACTION AGAINST ANY PERSON FOR
ANY VIOLATION OF THIS SUBTITLE. THE ACTION MAY SEEK THE
IMPOSITION OF A CIVIL PENALTY OF NOT MORE THAN $5,000
AGAINST THE PERSON, AN INJUNCTION TO PROHIBIT THE PERSON
FROM CONTINUING THE VIOLATION OR BOTH.

(D)  FOR PURPOSES OF A CIVIL ACTION BROUGHT UNDER
SUBSECTION (C), EACH DAY DURING WHICH A VIOLATION CONTINUES
CONSTITUTES A SEPARATE OFFENSE.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1982.

AN ACT concerning

Motor Vehicles - Disabled Individuals -
Registration Numbers

FOR the purpose of allowing certain classes of vehicles to
obtain a special registration number if the vehicles
are used exclusively for the purpose of transporting
handicapped or disabled individuals.

BY repealing and reenacting, with amendments,

Section 13-616(a)
Annotated Code of Maryland
(1977 Volume and 1981 Supplement)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland

(a) (1) The owner of any vehicle described in
