Public Works, for the following public purposes, including
any applicable architects' and engineers' fees to fund the

cost of planning the feasibility of constructing and

actually planning the construction of a scenic railroad in
Garrett County from Oakland to Swallow Falls State Park,
including the use of the Oakland railroad depot owned by the
Chessie Railroad Company, and the use of amain line of the
Chessie Railroad Company to a point where the scenic
railroad will be switched off to a state operated railroad
line, which would traverse all state-owned property to the
Swallow Falls State Park.

(4) There is hereby levied and imposed an annual State
tax on all assessable property in the State in rate and
amount sufficient to pay the principal of and interest on
the bonds as and when due and until paid in full, such
principal to be discharged within fifteen years of the date
of issue of the bonds.

The Department of State Planning shall study the
planning and feasibility of constructing a scenic railroad
in Garrett County from Herrington Manor State Park to
Swallow Falls State Park, which would traverse all
state-owned property to the Swallow Falls State Park. The
Departments shall complete its study and report its findings
to the House Appropriations and Senate Budget and Taxation
Committees of the General Assembly by November 1, 1982.

SECTION 2. AD BE IT FURTHER ENACTED, That this Act
shall take effect June July 1, 1982.

(House Bill 1006)

AN ACT concerning

Creation of a State Debt - Havre De Grace
Shore Erosion Control

FOR the purpose of authorizing the creation of a State Debt
in the amount of $50,000, the proceeds to be used as a
grant to the City of Havre de Grace for shore erosion
control subject to the requirement that the City of
Havre de Grace provide at least an equal and matching
fund of a certain type for the same purpose by a
certain date; and providing generally for the issue and
sale of bonds evidencing the loan.
