(1)  IN 2 NEWSPAPERS PUBLISHED IN THE COUNTY
WHERE THE PRIVATE GROUP HOME IS TO BE LOCATED;

(2)  IF ONLY 1 NEWSPAPER IS PUBLISHED IN THAT
COUNTY, IN THAT NEWSPAPER; OR

(3)  IF A NEWSPAPER IS NOT PUBLISHED IN THAT
COUNTY, IN ANY NEWSPAPER WITH A SUBSTANTIAL CIRCULATION IN
THAT COUNTY.

REVISOR'S NOTE: This section is new language derived
without substantive change from former Article
59A, § 20B(a) through (d).

In subsection (b) of this section, the term
"public hearing" is substituted for the reference
to "a hearing ... at which, parties in interest
and citizens shall have the opportunity to be
heard", for brevity.

As to the definition of "newspaper" for purposes
of publication of notices, see Article 76, § 8 of
the Code.

7-419. ISSUANCE OF CERTIFICATE.

(A)  ISSUANCE.

THE DIRECTOR SHALL ISSUE A CERTIFICATE OF APPROVAL TO
ANY APPLICANT WHO MEETS THE REQUIREMENTS OF THIS SUBTITLE.

(B)  TIME LIMITATION.

(1)  UNLESS AN APPLICANT AGREES TO EXTEND THE
TIME, THE DIRECTOR SHALL APPROVE OR DENY AN APPLICATION FOR
A CERTIFICATE OF APPROVAL WITHIN 60 DAYS AFTER THE
APPLICATION IS FILED.

(2)  IF THE DIRECTOR FAILS TO APPROVE OR DENY THE
APPLICATION WITHIN THAT TIME, THE APPLICATION SHALL BE
DEEMED TO BE APPROVED, AND THE ADMINISTRATION SHALL ISSUE
THE CERTIFICATE OF APPROVAL.

59A, § 20B(e) and (f) and the second clause of
the second sentence of § 20(d).

In subsection (a) of this section, the phrase
"meets the requirements of this subtitle" is
