(b) The Council shall receive for its purposes and
programs such funds as are provided to the Council in the
State budget from time to time. FUNDS RECEIVED AS NONSTATE,
NONFEDERAL CONTRIBUTIONS FOR PROGRAMS OF ASSISTANCE TO THE
ARTS MAY BE TREATED AS SPECIAL FUNDS WHICH DO NOT REVERT TO
THE GENERAL FUND AT THE END OF A FISCAL YEAR.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect June 1, 1982.

AN ACT concerning

Merit System - Suspension, Demotion, and
Termination of Whistle Blowers

FOR the purpose of prohibiting the employer of a public
employee who discloses violations of laws, rules, or
regulations from taking any adverse action against that
employee during the period prior to final disposition
of the compliant under certain circumstances; and
providing for the remedy of an injunction to enforce
the provisions of this Act for undertaking certain
employee disclosure protection proceedings.
