Preamble

WHEREAS, It is in the public interest of the State that
the counties, municipalities, and Baltimore City regulate
the delivery of cable television services in order to make
available to their citizens adequate and efficient cable
television services at reasonable rates.

WHEREAS, It has been and will continue to be the policy
of this State to authorize the counties, municipalities, and
Baltimore City to supplant competition by granting cable
television franchises that may be exclusive in nature,
imposing franchise fees, and establishing the rates charged
to customers by franchises, now, therefore,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the following principles are adopted as a
statement of the legislative policy of this State in regard
to the regulation of community antenna television and cable
television franchising:

(1) It is in the public interest of the State that the
counties, municipalities, and Baltimore City regulate cable
television franchises in order to make available to their
citizens adequate and efficient cable television services at
reasonable rates.

(2) It has been and shall continue to be the policy of
this State to authorize the counties, municipalities, and
