the entries [hereinafter provided] REQUIRED UNDER THIS
SUBHEADING.

(b) Every resident junk dealer OR SCRAP METAL
PROCESSOR shall provide and constantly keep a book, in which
shall be fairly set down in the English language, at the
time of every purchase of any junk OR SCRAP METAL, a
description of all articles so purchased, the name and
residence of the person from whom such purchase was made,
the license number of any vehicle used and the day and hour
of such purchase and the name and address of any parties to
whom junk OR SCRAP METAL is sold and such books shall be
open to the inspection of any and every member of the police
force of the State, county or municipality in which the junk
yard OR SCRAP METAL PROCESSING FACILITY is situated.

236.

Every nonresident junk dealer, NONRESIDENT SCRAP METAL
PROCESSOR, or agent OF ONE, before transporting any junk
from this State shall register with the sheriff of the
county where such purchase was made a complete description
of the property he proposes to transport from this State,
showing the date of purchase, the names and registry numbers
of the buyer and/or the seller, the license number of the
vehicle used and the party to whom it is to be consigned.

237.

(a)  Any person who shall violate, neglect, fail or
refuse to comply with all the provisions of this subtitle or
any of them shall, for every offense, upon conviction before
any court of competent jurisdiction, be subject to a fine of
not less than [twenty dollars ($20.00)] $20 nor more than
[five hundred dollars ($500.00)] $500 and in default of
payment [thereof] OF SUCH A FINE be imprisoned for a period
not exceeding [ninety (90)] 90 days.

(b)  Provided, however, that any person, firm or
corporation engaged in any business other than the junk
business OR SCRAP METAL BUSINESS shall have the right to
convey junk OR SCRAP METAL, which may have accumulated in
connection with his or their business by vehicle or
otherwise for the purpose of disposal or sale without
complying with the provisions of this section or may
purchase and transport junk OR SCRAP METAL used in operation
of business and provided further that this section shall not
apply to vehicles used by common carriers in the
transportation of junk OR SCRAP METAL as an incident to the
business of such common carriers.
