IN MAKING THE DETERMINATION, THE DIRECTOR SHALL CONSULT
WITH THE FOLLOWING:

(1)  THE GOVERNING BODY OF EACH COUNTY.

(2)  THE STATE BOARD OF EDUCATION.

(3)  COUNTY BOARDS OF EDUCATION.

(4)  CONSUMER GROUPS.

(5)  OTHER PUBLIC AND PRIVATE AGENCIES.

(C)  PUBLIC DOCUMENT.

THE COMPLETED NEEDS STUDY SHALL BE A PUBLIC DOCUMENT
AND A COPY SHALL BE SENT TO EACH COUNTY.

REVISOR'S NOTE: Subsections (a)(1), (b), and (c) of
this section are new language derived without
substantive change from former Article 59A, §
19B(a) and (c).

Subsection (a)(2) of this section is new language
added to state expressly that the Director must
prepare this study.

The introductory clause of subsection (a)(1) of
this section, "{i}n accordance with the rules
and regulations described in § 7-318(b) of this
subtitle," is new language added as a reference
to former Article 59A, § 19B(b), which stated
factors to be considered. See revisor's note to
§ 7-318 of this subtitle.

In subsection (a)(1) of this section, the former
phrase "under the direction of the Secretary" is
deleted as unnecessary in light of § 7-203(a) of

this title.

Also in subsection (a)(1) of this section, the
former word "evaluate" is deleted as unnecessary
in light of the word '"determine".

In subsection (b)(1) of this section, the
reference to the governing body of "each county"
is substituted for the reference to "the county
or counties comprising a region", since more than
one county would not have a "governing body".
