There is increased public concern over
the violent acts and chronic offenses
committed by certain juveniles. Such
offenders represent a danger to the
public safety. The Governor shall
assess the need for additional juvenile
services facilities, determine the need
for maximum security facilities and
develop a plan for accommodating these
needs. The Governor shall present his
plan to the House Appropriations
Committee and, the Senate Budget and
Taxation Committee, the House Judiciary
Committee, and the Senate Judicial
Proceedings Committee prior to December
1, 1982 and prior to expending these
funds...................................
