Program Evaluation Act
FOR the purpose of updating and making more effective the
system of periodic legislative review of State
regulatory and licensing activities; establishing a
system of periodic legislative review of certain
government activities under certain conditions;
altering a schedule for the evaluation of certain State
offices and entities; establishing a schedule for the
evaluation of certain government activities under
certain conditions; terminating at certain dates the
legal effect of statutory provisions creating these
offices and entities and government activities,
provisions relating to their functions, and regulations
promulgated by them; providing for the reestablishment
of these offices and entities and government
activities, for a certain period; making the subsequent
termination and evaluation of these government
activities subject to the provisions of this Act,
unless specifically provided otherwise by law or the
Legislative Policy Committee; requiring certain
legislative committees to prepare an evaluation plan
for each government activity by a certain date;
requiring the Department of Fiscal Services to prepare
an evaluation report on the government activity by a
certain date; requiring the legislative committees to
hold public hearings on the report and to make
recommendations to the General Assembly; requiring the
government entities under review to supply requested
information and cooperate in the evaluation; amending
the name of this Act; adding the Commission on Medical
Discipline of Maryland to a certain evaluation
schedule; deleting certain terminated boards and
commissions; updating certain cross-references;
defining certain terms; allowing the Legislative Policy
Committee to have certain powers and duties; renaming a
certain program evaluation committee; making stylistic
corrections; providing for the continuance in office of
persons in reestablished offices, entities, or
government activities, except as provided otherwise by
law; preserving certain claims and rights of and
against terminated offices and entities; and relating
generally to the legislative evaluation of certain
government activities and State offices and entities.
