The phrase "shall buy" is substituted for "shall
negotiate" to clarify that mere negotiation is
not sufficient and that a purchase is, in fact,
authorized.

The defined term "person" is substituted for
"private agencies and individuals", for brevity.

The former reference to "within or without the
State" is deleted as unnecessary.

(F)  PROGRAMS.

(1)  THE DIRECTOR SHALL RECOMMEND PROGRAMS FOR
RESEARCH AND DEVELOPMENT OF CARE FOR MENTALLY RETARDED
INDIVIDUALS.

(2)  THE DIRECTOR SHALL PROMOTE:

(I)  EFFECTIVE PLANNING FOR TREATMENT AND
PROGRAMS FOR MENTALLY RETARDED INDIVIDUALS; AND

(II)  CITIZEN SUPPORT OF THE TREATMENT AND
PROGRAMS.

59A, § 8(h) and the first clause of (1).

The second clause of former Article 59A, § 8(1),
which permitted the research to "encompass all
phases of the Administration's jurisdiction", is
deleted as unnecessary.

PROTECTED.
