FOR the purpose of repealing provisions of law relating to
the establishment of a motor vehicle emissions
inspection program in Maryland; repealing provisions of
law relating to the establishment and operation of
emissions inspection facilities; repealing provisions
of law relating to inspection fees; repealing
provisions of law relating to establishing and meeting
emissions standards and requirements; repealing
provisions of law relating to implementation and
termination of the program; changing the date on which
the motor vehicle emissions inspection program becomes
mandatory; requiring the Motor Vehicle Administration
Secretary of Transportation and a certain contractor to
minimize certain expenses associated with the program
during a certain period of time; providing for the
appointment of a certain committee to consult with the
Secretary of Transportation on certain matters;
providing for certain progress reports by the
Secretaries of Transportation and Health and Mental
Hygiene to certain committees of the General Assembly;
changing the date at which the motor vehicle emissions
program terminates; and generally relating to
terminating the motor vehicle emissions inspection
program in Maryland.

Preamble
WHEREAS, The General Assembly, in 1979, enacted Title
23, Subtitle 2 ("Motor Vehicle Emissions Inspection") of the
Transportation Article under the threat of certain federal
fund cutbacks; and
