FINANCIAL ASSISTANCE, PREPAYMENTS OR INTEREST ON LOANS OR
PORTIONS OF LOANS for energy conservation projects for
residential buildings OR COMMERCIAL BUILDINGS or solar
energy projects for residential buildings OR COMMERCIAL
BUILDINGS to be administered by the Department of Economic
and Community Development OR (II) SECURING, ESTABLISHING
RESERVES FOR, OR PAYING THE DEBT SERVICE ON OR THE COSTS OF
ISSUANCE OF BONDS, NOTES OR OTHER OBLIGATIONS ISSUED BY THE
COMMUNITY DEVELOPMENT ADMINISTRATION OR THE MARYLAND ENERGY
FINANCING ADMINISTRATION FOR ANY OF THE FOREGOING PUBLIC
PURPOSES, OR (III) ANY COMBINATION OF SUCH PUBLIC PURPOSES.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act is
hereby declared to be an emergency measure and necessary for
the immediate preservation of the public health and safety
and having been passed by a yea and nay vote supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

AN ACT concerning
Maryland State Police - Retirement Benefits
FOR the purpose of providing that if a retired, disabled, or
deceased Maryland State Police employee, or the
surviving spouse of such employee, receives health care
benefits from a State group insurer, the surviving
children shall also be eligible for health care
benefits.
BY repealing and reenacting, with amendments,
