(C) THE SECRETARY SHALL FIND THIS PROGRAM AS PROVIDED
FOR IN THE STATE BUDGET. THESE MONEYS SHALL BE USED TO
SUPPLEMENT, BUT NOT SUPPLANT EXISTING FUNDS THAT CENTERS
RECEIVE FROM OTHER SOURCES.
(D) THE SECRETARY MAY DELEGATE ANY OR ALL OF THE
AUTHORITY GRANTED BY THIS SECTION TO ANY AGENCY WITHIN THE
DEPARTMENT OF HUMAN RESOURCES. THE PROGRAMS SHALL INCLUDE A
HOTLINE AND COUNSELING SERVICE.
(C) THE DEPARTMENT OF HUMAN RESOURCES MAY ENTER INTO A
CONTRACT WITH PUBLIC OR PRIVATE NONPROFIT ORGANIZATIONS TO
OPERATE THE PROGRAMS.
(D) FUNDS FOR THE PROGRAMS SHALL BE AS PROVIDED IN THE
ANNUAL STATE BUDGET AND SHALL BE USED TO SUPPLEMENT, BUT NOT
SUPPLANT, FUNDS THAT THE PROGRAMS RECEIVE FROM OTHER
SOURCES.
(E) THE ANNUAL REPORT OF THE SECRETARY TO THE GENERAL
ASSEMBLY SHALL INCLUDE A REPORT ON THE RAPE CRISIS PROGRAM.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1982.

AN ACT concerning
Migrant Agricultural Workers -
Farm Labor Contractor Registration
FOR the purpose of requiring farm labor contractors to
obtain a certificate of registration from the
Commissioner of Labor and Industry for certain
activities; establishing a certain registration fee;
defining terms; imposing certain duties on farm labor
contractors regarding the employment, housing, and
transportation of migrant agricultural workers in
Maryland; requiring certain agricultural employers and
agricultural associations to verify the registration
status of a farm labor contractor prior to using
migrant agricultural workers supplied by a farm labor
contractor either by examining the contractor's
certificate of registration or requesting verification
from the Commissioner of Labor and Industry and
