caused by sediment loss, animal wastes and chemicals
for the public benefit; defining eligible costs and
setting certain dollar limits on cost sharing funds
available under this Act; requiring the Secretaries of
Agriculture and Health and Mental Hygiene to promulgate
certain rules and regulations to administer the cost
sharing program; providing certain standards for the
selection of projects and the degree of State cost
sharing; providing for certain technical assistance
from the appropriate soil conservation district;
establishing certain conditions precedent to the
availability of State cost sharing funds including
execution of a cost sharing agreement with certain
terms and conditions, approval by the Board of Public
Works and certain certification by the appropriate soil
conservation district; providing for the recordation of
a memorandum of cost sharing agreement; providing for
the disbursement of cost sharing funds; prohibiting the
use of State general funds for cost sharing under this
Act; providing for the enforcement of cost sharing
agreements by the Attorney General and for a certain
civil remedy upon breach of the agreement by a person;
making this Act contingent upon passage of another Act
which authorizes use of the proceeds of the Water
Quality Loan Act of 1974 for cost sharing projects to
control agriculturally related nonpoint sources of

water pollution; generally relating to the

establishment of a cost sharing program to control
certain pollution; and generally relating to the
establishment of a cost sharing program to control
certain causes of water pollution in this State.
