(House Bill 72)
AN ACT concerning
Support Payment Arrearages - Earnings Liens
FOR the purpose of altering the procedure and circumstances
under which earnings liens are obtained; providing that
a court shall order an earnings lien when it orders a
person to make certain support payments subject to
certain requirements; providing that a certain time
after the support payment is due and unpaid certain
persons may petition the court for a lien; providing a
lien shall take effect after a certain notice and
hearing or, in the court's discretion, may take effect
immediately; establishing a certain notice and hearing
procedure; providing certain circumstances under which
the effective date of a lien may be delayed; providing
for an appeal from a hearing order providing that the
court may order a lien on petition of certain persons
under certain circumstances; providing for the amount
of a lien; providing for the filing of a petition;
providing for a show cause order and its issuance under
certain circumstances; providing for a hearing;
providing that a lien shall immediately issue if a
certain respondent does not appear at the hearing under
certain circumstances; providing that the court may
direct that a lien not take effect under certain
conditions; and generally relating to the issuance of
an earnings lien.
