AN ACT concerning
Land Reclamation Committee - Membership
FOR the purpose of substituting members representatives of
the Allegany and Garrett counties planning and zoning
commissions for certain members on the Land Reclamation
Committee; providing for a certain appointment process
on these new members; providing that the terms of these
new members do not begin until the end of the current
terms of the members being replaced; modifying the
requirements for a quorum and for a majority vote
necessary to approve any action of the Land Reclamation
Committee; and making this Act an emergency measure.
BY repealing and reenacting, with amendments,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
read(s) as follows:
Article - Natural Resources
7-205.
(a) (1) There is a Land Reclamation Committee. It
consists of the following 13 members:
(i) Four members of the Department,
including a chairman of the Committee appointed by the
Secretary;
(ii) A representative of the soil
conservation district of Allegany County;
(iii) A representative of the soil
conservation district of Garrett County;
(iv) Two members appointed by the Governor
with the advice and consent of the Senate for 3-year terms
to represent the mining industry;
(v) one member who is a [resident of that
part of subdistrict 1A of legislative district 1 that is in
Allegany County and does not have any interest in any mining
operation] REPRESENTATIVE OF THE ALLEGANY COUNTY PLANNING
AND ZONING COMMISSION to be appointed by the Governor, ON
THE RECOMMENDATION OF THE ALLEGANY COUNTY COMMISSIONERS,
