other motor carriers and the general public of satisfactory
evidence and identification of such motor carrier status.
Any lessee motor carrier may exclude, commercial vehicles of
which he is the lessee from his reports and liabilities
pursuant to this subtitle, but only if the commercial motor
vehicles in question have been leased from a lessor who is a
motor carrier pursuant to this section.

(2) A LESSEE OF COMMERCIAL MOTOR VEHICLES SHALL
BE DEEMED A MOTOR CARRIER WITH RESPECT TO THOSE VEHICLES AND
THE MOTOR FUEL CONSUMED BY THEM, TO THE SAME EXTENT AS IF
THE LESSEE OWNED THE VEHICLES, IF THE WRITTEN LEASE
AGREEMENT ENTITLES THE LESSEE TO RECEIVE ANY CREDIT OR
REFUND ON FUEL PURCHASED BY THE LESSOR.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1982.

Office of the People's Counsel - Funding

FOR the purpose of changing the amount which may be charged
a public service company for the operation of the
Office of the People's Counsel; providing for the
continuance of the current annual budget procedures
through a certain date; and eliminating the People's
Counsel funding derived from the Environmental Trust
Fund after a certain date.
