(II)  LIST THE AMOUNT OF EXPENDITURES
AUTHORIZED ABOVE THE ORIGINAL CONTRACT PROJECT ESTIMATE WHEN
A SIGNIFICANT CHANGE IN COST OCCURS;

(III)  LIST THE AMOUNT OF ADDITIONAL COSTS
OVER PROJECTED COSTS FOR EACH COMPLETED FISCAL YEAR AND THE
AGGREGATE AMOUNT EXPENDED FOR THE A MAJOR CAPITAL PROJECT
WHEN A SIGNIFICANT CHANGE OCCURS; AND

(IV)  INCLUDE ANY ADDITIONAL INFORMATION
THE SECRETARY FEELS WOULD BE HELPFUL TO THE MEMBERS OF THE
GENERAL ASSEMBLY OR OTHER RECIPIENTS OF THE CONSOLIDATED
TRANSPORTATION PROGRAM.

(C) THE SECRETARY SHALL SUBMIT TO THE GENERAL ASSEMBLY
BY THE THIRD WEDNESDAY IN JANUARY OF EACH YEAR A REPORT ON
ALL BUDGET AMENDMENTS THAT WERE SUBMITTED BY THE DEPARTMENT
AS PROVIDED IN ARTICLE 15A, § 8(E) OF THE CODE. THE REPORT
ALSO SHALL INCLUDE:

(1)  A PROJECTION OF ANY ADDITIONAL BUDGET
AMENDMENTS THAT MAY BE NEEDED DURING THE REMAINDER OF THE
FISCAL YEAR;

(2)  AN EXPLANATION OF THE PURPOSE OF EACH
CURRENT AND PROJECTED BUDGET AMENDMENT; AND

(3)  AN ANALYSIS OF THE IMPACT THAT EACH CURRENT
AND PROJECTED BUDGET AMENDMENT WILL HAVE ON SPECIAL FUND AND
FEDERAL FUND APPROPRIATIONS.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1982.
