AN ACT concerning

Budget and Fiscal Planning -
Department of Transportation

FOR the purpose of requiring capital and operating
expenditures of the Maryland Department of
Transportation to be set forth as separate
appropriations for certain purposes in each State
budget and budget bill submitted by the Governor to the
General Assembly; providing that a certain total of
proposed operating and capital expenditures for the
Department may not exceed a certain total budget
request; providing that a certain total of proposed
operating and capital expenditures for a modal
administration may not exceed a certain total budget
request; requiring that funds appropriated for certain
capital expenditures be used for certain capital
projects only, with a certain exception; providing that
in each budget of the Department separate budgets for
capital and operating expenditures shall be set forth
for each modal administration and a certain summary
shall be set forth for informational purposes for the
Maryland Transportation Authority; requiring the
Department to submit a certain reconciliation report to
the General Assembly under certain circumstances;
clarifying language; and defining certain terms.
