(e) The committee review, evaluation and
recommendations shall include, but not be limited to, the
following items:
(1) Safety and security factors;
(2) Environmental standards;
(3) Fiscal implications including any projected
operating deficits;
(4) Ability of the system to meet transportation
needs including peak period demand;
(5) The attractiveness of the system which would
encourage passenger utilization;
(6) The total cost including inflation (capital
and operating) of building and maintaining the system;
(7) Cost/benefit ratio for both capital and
operating expenditures; and
(8) Availability of federal funds, including
whether any design changes will meet federal approval
requirements.
107.
(a) The Secretary of Transportation, before submitting
to the United States Department of Transportation for
approval or funding any final plans for the future
development or extension of the rapid transit system in the
Baltimore Metropolitan Transit District shall comply with
the provisions of this section.
(b) The plans shall be submitted to the committee on
or before October 1 prior to the commencement of the next
regular session of the General Assembly. The committee shall
review and evaluate the plans and make its recommendations
to the General Assembly on or before the first day of that
regular session.
(c) The General Assembly, by the adoption of a joint
resolution, on or before 45 days following the commencement
of that regular session, may reject the plans submitted
pursuant to subsection (b).
(d) If the General Assembly does not reject the plans,
the Secretary, following the 45th day after the commencement
of the session, may submit the plans to the United States
Department of Transportation. If the General Assembly
rejects the plans, the Secretary may not submit the plans to
the United States Department of Transportation, but the
