(1)  An individual, receiver, trustee, guardian,
executor, administrator, fiduciary, or representative of any
kind and any partnership, firm, association, public or
private corporation, or other entity; and

(2)  Unless the context requires otherwise, this
State, any county, municipal corporation, or other political
subdivision of this State, and any of their agencies or
units.

[(g)] (K) "Political subdivision" includes:

(1)  Any county or municipal corporation; and

(2)  Unless the context requires otherwise, any
special taxing district.

[(h)] (L) "Property" means any real or personal
property or any interest in real or personal property, and
includes any franchise or easement.

[(i)] (M) "Secretary" means the State Secretary of
Transportation.

(N) "STATE REPORT ON TRANSPORTATION" MEANS THE REPORT
THAT CONSISTS OF THE MARYLAND TRANSPORTATION PLAN AND THE
CONSOLIDATED TRANSPORTATION PROGRAM AND IS DESCRIBED IN §
2-103(E) OF THIS ARTICLE.

2-103.

(e) (1) The Secretary is responsible for all planning
activities of the Department and for the development and
maintenance of a continuing, comprehensive, and integrated
transportation planning process. The Secretary shall
develop and, with the approval of the Governor, adopt a
State [master plan for transportation] REPORT ON
TRANSPORTATION to guide program development and to foster
efficient and economical transportation services throughout
the State.

(2) THE STATE REPORT ON TRANSPORTATION SHALL
CONSIST OF THE CONSOLIDATED TRANSPORTATION PROGRAM AND THE
MARYLAND TRANSPORTATION PLAN.

(I) THE CONSOLIDATED TRANSPORTATION
PROGRAM SHALL INCLUDE:

1.  A LIST OF PROGRAM PRIORITIES;

2.  A STATEMENT OF THE DEPARTMENT'S
PROJECTED ANNUAL OPERATING COSTS, SET FORTH SEPARATELY FOR
THE OFFICE OF THE SECRETARY AND FOR EACH MODAL
ADMINISTRATION;
