AN ACT concerning
The Practice of Nurse Midwifery
FOR the purpose of providing certain laws to govern the
practice of nurse midwifery until a certain date or
until certain regulations to govern the practice of
nurse midwifery become effective; providing for the
joint promulgation of rules governing nurse midwifery
under certain circumstances; generally relating to the
practice of nurse midwifery; and providing for the
emergency effectiveness of this Act.
Preamble
WHEREAS, Chapter 582 of the Acts of 1978 enacted
certain provisions of law regulating the practice of nurse
midwifery and included certain provisions providing for the
renewal of the licenses of midwifery licensed under the
previous law on the subject; and
WHEREAS, Chapters 8 and 9 of the Acts of 1981 enacted
certain provisions of law regulating the practice of nurse
midwifery and included certain provisions relating to the
practice of nurse midwifery by those who were licensed to
practice under the previous law on the subject; and
WHEREAS, Chapter 614 of the Acts of 1981 enacted
certain provisions of law regulating the practice of nurse
midwifery and repealed the previous law on the subject; and
WHEREAS, The provisions of Chapter 614 of the Acts of
1981 cannot be implemented until certain regulations are
promulgated; and
WHEREAS, Emergency regulations for the purpose of
implementing Chapter 614 of the Acts of 1981 were rejected
on January 14, 1982, by the Joint Committee on
Administrative, Executive and Legislative Review on the
grounds that they needed further work; and
WHEREAS, The practice of nurse midwifery is now being
undertaken without benefit of legal governance; and
