TO THE OWNER A SIGNED RELEASE OF LIEN FROM EACH MATERIAL
SUPPLIER AND SUBCONTRACTOR WHO PROVIDED WORK OR MATERIALS
UNDER THE CONTRACT.

(B) AN OWNER IS NOT SUBJECT TO A LIEN AND IS NOT
OTHERWISE LIABLE FOR ANY WORK OR MATERIALS INCLUDED IN THE
RELEASE UNDER SUBSECTION (A) OF THIS SECTION.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1982.

AN ACT concerning

Vehicle Laws - School Zone Speed Limits

FOR the purpose of permitting any county to decrease the
maximum speed limit to a certain level in certain
school zones in the county, subject to a certain
condition; permitting any municipality within any
county to decrease the maximum speed limit to a certain
level in certain school zones in the municipality,
subject to a certain condition; and generally relating
to the alteration of speed limits in school zones.

BY repealing and reenacting, with amendments,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
read(s) as follows:

Article - Transportation

21-803.

(a) (1) If, on the basis of an engineering and traffic
investigation, a local authority determines that any maximum
speed limit specified in this subtitle is greater or less
than reasonable or safe under existing conditions on any
part of a highway in its jurisdiction, it may establish a
