The introductory phrase of subsection (c)(1) of
this section, " {e}xcept as otherwise provided
by law," is new language added as a general
reference to provisions such as Article 96 1/2, §
47 of the Code. Ch. ___, Acts of 1982, which
enacted this article, also repealed former
Article 96 1/2, § 47 and enacted a new section
into which were incorporated the provisions of
former Article 17, § 3, which provided for
records of veterans under the control of clerks
of courts, and the first clause of the first
sentence of former Article 43, § 25(g), which
prohibited charging for copies of certain vital
records of the Department.
The second sentence of former Article 43, §
25(a), which related to vital records in
Baltimore City, is deleted as obsolete, since the
Department assumed the vital records functions
for Baltimore City on July 1, 1972, in accordance
with former Article 43, § 14(b)(3).
The provision of former Article 43, § 25(f) that
related to disposition of fees is deleted as
unnecessary in light of § 2-104(j) of this
article.

4-218. POPULATION ESTIMATES.
(A) ANNUAL ESTIMATES.
IN CONSULTATION WITH THE STATE HEALTH PLANNING AND
DEVELOPMENT AGENCY, THE DEPARTMENT SHALL PREPARE ANNUALLY
POPULATION ESTIMATES FOR THIS STATE AND EACH COUNTY.
(B) CONTENTS.
THE POPULATION ESTIMATES SHALL INCLUDE CATEGORIES OF
AGE, SEX, AND RACE.
