REVISOR'S NOTE: This section is new language derived
without substantive change from former Article
43, § 825(a) -- except the first and second
clauses of the first sentence of that subsection
-- (b), and the first sentence of (c).

In subsection (a)(2) of this section, the term
"qualified individuals" is substituted for
"names" for clarity.

The second sentence of former Article 43, §
825(c), which stated that each "member shall be
eligible to succeed himself", is deleted as
unnecessary.

The General Assembly may wish to consider
repealing the residency requirement of this
section, as it applies to the physician member,
or expanding the range of health occupations
eligible to fill the position on the Council that
now must be filled by a physician. The Council
has experienced problems in filling its physician
member position, and either or both of these
changes would be likely to ease these problems.

3-203. OFFICERS.

FROM AMONG THE COUNCIL MEMBERS, THE SECRETARY OF HEALTH
AND MENTAL HYGIENE SHALL APPOINT A CHAIRMAN, A VICE
CHAIRMAN, AND A SECRETARY OF THE COUNCIL.

REVISOR'S NOTE: This section formerly appeared as
Article 43, § 825(e).

"From among the Council members" is new language
added for clarity and to conform to actual
practice.

The only other changes are in style.
