to succeed himself", is deleted as unnecessary.

The provision in former Article 43, § 695(a) that
stated that each member "shall be experienced and
competent in matters of air pollution control" is
deleted. That provision was vague because of its
position in the former subsection; i.e., there
was room for doubt as to whether it applied to
some or to all members. It was also unnecessary
in that it stated a qualification that the
Secretary would consider in any event.

2-203. OFFICERS.

FROM AMONG THE COUNCIL MEMBERS, THE SECRETARY SHALL
APPOINT A CHAIRMAN AND A VICE CHAIRMAN.

REVISOR'S NOTE: This section is new language derived
without substantive change from former Article
43, § 695 (f), except as that subsection applied
to the secretary of the Council.

"From among the Council members" is new language
added for clarity.

2-204. SECRETARY OF COUNCIL.

(A)  APPOINTMENT.

THE SECRETARY OF HEALTH AND MENTAL HYGIENE SHALL
APPOINT A SECRETARY OF THE COUNCIL.

(B)  COUNCIL MEMBERSHIP NOT REQUIRED.

THE SECRETARY OF THE COUNCIL NEED NOT BE A MEMBER OF
THE COUNCIL.

2-205. MEETINGS; COMPENSATION.

(A)  MEETINGS.

THE COUNCIL SHALL MEET AT THE TIMES AND PLACES THAT THE
SECRETARY OF HEALTH AND MENTAL HYGIENE OR THE CHAIRMAN
DETERMINES.

(B)  COMPENSATION AND REIMBURSEMENT FOR EXPENSES.
