sewage, and sewerage, to water pollution control, to
drinking water and water systems, to solid waste
disposal, to septic tanks, to landfills, to bonds for
water, sewerage, solid waste disposal or acceptance,
and similar systems, to sanitary districts, to water
and sewer authorities, to water quality laboratory
certification, to a department of public facilities and
services in Calvert County, to well drilling, to
certain nuisances, to certain birds, to environmental
health aspects of certain buildings and commercial
establishments, to eyeglasses and sunglasses, to toys
depicting torture, and to bedding; revising certain
provisions relating to the State Board of Well
Drillers; revising the laws relating to the role of the
Secretary of Health and Mental Hygiene and the
Department of Health and Mental Hygiene in regulating
environmental health; revising the laws relating to the
organization, authority, and operation of the Air
Quality Control Advisory Council, the Interagency Noise
Advisory Committee, the Environmental Noise Advisory
Council, the Council on Toxic Substances, the Hazardous
Substance and Low-Level Nuclear Waste Advisory Council,
the Maryland Hazardous Substance and Low-Level Nuclear
Waste Control Fund, the Radiation Control Advisory
Board, the Water Science Advisory Board, sanitary
districts, sanitary commissions, and water and sewer
authorities; revising certain laws relating to county
boards of health and health officers; relating to the
Interstate Commission on the Potomac River Basin;
repealing certain obsolete provisions relating to
environmental health, including provisions relating to
eggs, deleterious, injurious, or poisonous candy and
cakes, and diseased, corrupted, unwholesome,
adulterated, or unsound food; generally relating to
matters concerning environmental health and the
environment; clarifying certain provisions in the
Natural Resources Article; defining certain terms;
providing for the effect of this Act on any change in
nomenclature; providing for the continuation and
renewal of certain licenses, registrations, permits,
and certifications under this Act; and providing for
the effect, construction, and effective date of the
provisions of this Act.
