SECTION 2. AND BE IT FURTHER ENACTED, That this Act
may not be construed to extend or apply to the salary of the
State's Attorney of Harford County in office on the
effective date of this Act, but the provisions of this Act
concerning the salary of the State's Attorney of Harford
County shall take effect at the beginning of the next
following term of office.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1982.

AN ACT concerning

Northeast Maryland Waste Disposal
Authority - Procurement

FOR the purpose of clarifying that Northeast Maryland Waste
Disposal Authority may follow certain methods for
source selection and contract formation enumerated in
Article 21, Section 3-201 of the Code; and providing
that this Act applies to procurements made after a
certain date.

BY repealing and reenacting, with amendments,

MARYLAND, That section(s) of the Annotated Code of Maryland

All purchases, including but not limited to contracts
and orders for materials, services and supplies performed or
furnished in connection with the construction of any project
owned by the Authority, shall be awarded in accordance with
rules and regulations adopted pursuant to the Administrative
Procedure Act, which rules and regulations shall provide,
