SECTION 2. AND BE IT FURTHER ENACTED, That this Act
may not be construed to extend or apply to the salary of the
Sheriff of Baltimore City in office on the effective date of
this Act, but the provisions of this Act concerning the
salary of the Sheriff of Baltimore City shall take effect at
the beginning of the next following term of office.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1982.

AN ACT concerning
Procurement
FOR the purpose of altering the definition of "contract" for
the purposes of the Procurement Article; to provide
that certain human service agreements are not included
under the provisions of that article; and making this
Act an emergency measure.
FOR the purpose of requiring the adoption, by a certain
date, of certain regulations concerning methods of
source selection for the procurement of certain human
services; providing that certain contracts are not
covered by the provisions of the Procurement Article
until a certain date; and making this an emergency
measure.
BY repealing and reenacting, with amendments,

Title 21 which became effective on July 1, 1981, established
