school system children and
is not to be construed as a
per capita grant in any
manner.

appropriation shall not be

available except pursuant to
a contract, duly executed
between the State Department

of Education and the

National Aquarium in

Baltimore in accordance with
which all school children of
the counties of Maryland
will be admitted free in
organized groups. Contract
to be submitted to the
Fiscal Committees for review
prior to execution.
