Provided that no State funds
within this appropriation
shall be expended or
positions be established for
this purpose except upon the
adoption of a resolution by
the Board of Public Works
certifying that the State
has received notification of

a final and imminent

reduction of significant
federal funding as a result

of delays in the

implementation of this

program. The Board of

Public Works may not adopt
this certification unless

all reasonable

administrative and judicial
remedies have been exhausted
to avoid the loss of federal
funds. Additionally, it is

the intent of the

Legislature that no funds
shall be expended in payment
of claim settlement for this

purpose without being

appropriated in the annual
State budget as prescribed
in Article 21, Section 7-104
of the Annotated Code of
Maryland.

Federal Fund Appropriation,

provided that the

expenditure of these funds
shall be expended only for
the continuation of the
current in-house voluntary

inspection activities

existing as of March 19,
1982. It is the intent of
the Legislature that the
current voluntary inspection
activities shall be
