personal medical records, to health planning, to
consent for medical procedures, to liability for acting
without certain consent, to abortions, to artificial
insemination, to sterilization, and to death; revising
the laws relating to the organization and general
authority of the State Department of Health and Mental
Hygiene and its units, including the Alcoholism Control
Administration, the Anatomy Board, the Drug Abuse
Administration, the Health Planning and Development
Agency, the Health Services Cost Review Commission, the
Juvenile Services Administration, the Maryland
Psychiatric Research Center, the Mental Hygiene
Administration, the Mental Retardation Administration,
the Postmortem Examiners Commission, the Statewide
Health Coordinating Council, the Commission on Physical
Fitness, the Advisory Board on Hospital Licensing, the
Advisory Board of Juvenile Services, and the Advisory
Council on Alcoholism Control; revising the laws
relating to the Secretary of Health and Mental Hygiene
and staff; revising the laws relating to certain legal
advisers assigned to the Department; revising the laws
relating to the organization and general authority of
the Board of Review of the Department, the Commission
on Hereditary Disorders, the High Blood Pressure
Commission, the Commission on Kidney Disease, the House
of Good Shepherd; revising the laws relating to county
boards of health and to health officers; revising the
laws relating to confidential research records of the
Secretary and certain units of the Department; revising
the laws relating to certain assistance programs of the
Department; revising . the laws relating to
reimbursements and collections; recodifying the
Interstate Compact on Juveniles and the Interstate
Compact on Mental Health and clarifying certain related
provisions; clarifying certain provisions relating to
conservators of the peace and to escape from
confinement, including confinement under the
jurisdiction of the Drug Abuse Administration and
Juvenile Services Administration; clarifying provisions
relating to access of armed forces members to certain
records, including vital records; repealing certain
obsolete provisions relating to laundries; transferring
to the Session Laws certain provisions on the former
juvenile division of the Supreme Bench of Baltimore;
defining certain terms; providing for the effect of
this Act on any change in nomenclature; providing for
the continuation and renewal of certain licenses,
registrations, permits, and certifications under this
Act; and providing for the effect, construction, and
effective date of the provisions of this Act.
