(1)  Between A DETERMINATION BETWEEN the time of
the bid opening or receipt of offers and the making of an
award, that a prequalified person is not responsible; or

(2)  That A DETERMINATION THAT a person who is
not prequalified at the time of bid opening or receipt of
offers is responsible . ; OR

(b) The fact that a person is not prequalified shall
not bar him from submitting a bid or offer.]

(3) A PERSON WHO IS NOT PREQUALIFIED FROM
SUBMITTING A BID OR OFFER.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1982.
