(2) BASIC RATES FOR EARNING ANNUAL LEAVE.

(C)  AN EMPLOYEE WHO HAS BEEN INCLUDED IN THE STATE
MERIT SYSTEM UNDER THIS SECTION MAY NOT RECEIVE A DIMINUTION
IN COMPENSATION SOLELY BECAUSE OF THE INCLUSION.

(D)  A PERSON WHO WAS A CONTRACTUAL EMPLOYEE OF THE
COMMUNITY DEVELOPMENT ADMINISTRATION AS OF JUNE 30, 1981 AND
WHO LEFT THAT POSITION BEFORE THE EFFECTIVE DATE OF THIS
SECTION DOES NOT HAVE ANY RIGHT OF REEMPLOYMENT TO THE
FORMER POSITION.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act is
hereby declared to be an emergency measure and necessary for
the immediate preservation of the public health and safety
and having been passed by a yea and nay vote supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

reference; and making this Act an emergency measure.
