(5) A MEMBER WHO SERVES 2 CONSECUTIVE FULL 4
YEAR TERMS MAY NOT BE REAPPOINTED FOR 4 YEARS AFTER THE
COMPLETION OF THOSE TERMS.

(D) THE SECRETARY OR THE SECRETARY'S DESIGNEE SHALL
NOT PARTICIPATE IN THE CONSIDERATIONS OF THE COMMISSION
CONCERNING:

(1) AN APPLICATION FOR A CERTIFICATE OF NEED
UNDER THIS SUBTITLE; OR

(2) PERSONNEL MATTERS INVOLVING COMMISSION
STAFF.

19-105.

ANNUALLY, FROM AMONG THE APPOINTED MEMBERS OF THE
COMMISSION:

(1) THE GOVERNOR SHALL APPOINT A CHAIRMAN; AND

(2) THE CHAIRMAN SHALL APPOINT A VICE CHAIRMAN.
19-106.

(A) EACH MEMBER OF THE COMMISSION IS ENTITLED TO:

(1) COMPENSATION IN ACCORDANCE WITH THE STATE
BUDGET; AND

(2) REIMBURSEMENT FOR EXPENSES UNDER THE
STANDARD STATE TRAVEL REGULATIONS, AS PROVIDED IN THE STATE
BUDGET.

(B) THE COMMISSION MAY EMPLOY A STAFF IN ACCORDANCE
WITH THE STATE BUDGET.

(C) THE CHIEF ADMINISTRATIVE OFFICER OF THE COMMISSION
IS THE EXECUTIVE DIRECTOR, WHO SHALL BE APPOINTED BY THE
COMMISSION, WITH THE APPROVAL OF THE GOVERNOR.

(D) THE EXECUTIVE DIRECTOR IS RESPONSIBLE FOR CARRYING
OUT THE DUTIES AND FUNCTIONS PRESCRIBED BY THE COMMISSION.

(E) THE EXECUTIVE DIRECTOR SHALL APPOINT AN ASSOCIATE
DIRECTOR WITH THE APPROVAL OF THE COMMISSION.

(F) THE EXECUTIVE DIRECTOR AND ASSOCIATE DIRECTOR
SERVE AT THE PLEASURE OF THE COMMISSION.

19-107.
