[(4)] (3) The provisions of this subsection are
not applicable in Charles County with regard solely to
contracting for the services of an architectural and/or
engineering firm for design and/or consultation purposes.
With regard to contracting for other county work these
provisions are applicable.
[(5)] (4) The provisions of this subsection are
not applicable in Frederick County with regard solely to
contracting for the services of an architectural,
engineering, or consultant firm for design or consultation
purposes. In Frederick County, contracts for architectural
and engineering services costing more than $5,000, shall be
awarded on a competitive basis which shall consist of either
sealed competitive bids or competitive negotiation as
defined in Article 21, § 3-101(b).
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1982.

AN ACT concerning
Maryland National Guard - Driver's License Exemption
FOR the purpose of exempting from certain driver's licensing
requirements members of the Maryland National Guard
while driving a military vehicle in the performance of
duty if the driver has an operator's identification
card issued by the Maryland National Guard authorizing
the driver to drive the class of vehicle being driven.
