terminated, completed, consummated, or enforced as required
or permitted by any statute amended, repealed, or
transferred by this Act as though the repeal, amendment, or
transfer had not occurred. If the change in nomenclature
involves a change in name or designation of any State
agency, the successor agency shall be considered in all
respects as having the powers and obligations granted the
former agency.

SECTION 7. AND BE IT FURTHER ENACTED, That the
continuity of every department, board, commission,
committee, agency, or other unit affected by this Act is
retained. The personnel, records, files, furniture,
fixtures, and other properties and all appropriations,
credits, assets, liabilities, and obligations of each
retained unit are continued as the personnel, records,
files, furniture, fixtures, properties, appropriations,
credits, assets, liabilities, and obligations of the unit
under the laws enacted by this Act.

SECTION 8. AND BE IT FURTHER ENACTED, That, except as
expressly provided to the contrary in this Act, any person
licensed, registered, or certified by any board established
or continued by any statute amended, repealed, or
transferred by this Act is considered for all purposes to be
licensed, registered, or certified by the appropriate board
continued under this Act for the duration of the term for
which the license, registration, or certification was
issued, and may renew that authorization in accordance with
the appropriate renewal provisions of this Act. Except as
expressly provided to the contrary in this Act, a person who
was originally licensed, registered, or certified under a
provision of law that has been deleted by this Act as
obsolete, continues to meet the requirements to the same
extent as if that provision had not been deleted.

SECTION 9. AND BE IT FURTHER ENACTED, That the
requirements for a certificate of need, under Title 19,
Subtitle 1 of the Health - General Article, do not apply to
a health care project that was not subject to a certificate
of conformance review under Ch. 222, Acts of 1968, and was
completed and operating before June 1, 1978 or that had a
valid certificate of conformance before June 1, 1978.

SECTION 10. AND BE IT FURTHER ENACTED, That this Act
shall take effect on July 1, 1982.
